Celia is a graduated Slytherin trying to make her way in the world (and also become the best witch of the century and win renown somehow). She's ambitious but not evil, and although some of her father's prejudices about blood are hard to shake, she's been trying to change her vision. I've got some long-term ideas for her, which I'll post after the basics.
Friends
Celia doesn't make friends easily. This isn't to say she has none, but she's an introvert and doesn't always need people. She does have admirers, though, and would probably have picked some up from her days putting on illusion shows in the Slytherin common room. Like any person, though, she does get lonely, and a few close friends might help keep her grounded.
Enemies
Celia might not have many enemies, but she would have people who don't trust her. Not all Slytherins are Death Eaters, but try telling that to most of the wizarding population, especially those her age and younger or those caught up in the war. She's solidly against the Death Eaters because she's trying to avoid the blood supremacy battle, but naturally not everyone believes her.
Lovers
Just like with friends, Celia wouldn't get romantically attached to anyone easily. However, this doesn't mean she isn't open to romance. It would have to be a man who could impress her, preferably with magic, but that's not the only way to gain her interest.
Long-Term Planning
Celia intends to be the greatest witch of the century, but going by canon, I can't say how well this would work out. Perhaps she was mentioned in History of Magic but no one bothered to pay attention. Perhaps she settled for merely becoming a great witch. Perhaps it ended tragically and she was forgotten by history. I still haven't figured out what will happen, but here are the possibilities in more detail.
Happy Ending:
She becomes the greatest witch of the century, proving blood supremacists wrong except for those who still believe her mother was a witch. Rather unlikely to happen, but you never know.
A Great Witch, A Better Person:
Her friends convince her that becoming the greatest witch of the century would be incredibly dangerous and possibly lead her to do terrible things. She starts to make her name through various good works and is remembered for her attempts to make the world a better place for Muggle-borns and intelligent non-human magical creatures.
My Candle Burns At Both Ends:
She rises rapidly in power and fame, but this causes clashes with various people. She alienates her friends and has a final battle of sorts, completely alone, and is killed.
