Colin is pretty much a genius, and knows it. He's obnoxious and annoying. He's also reluctant to talk about himself, preferring to just stick to the things he knows about so he can show off his knowledge. He'll grow out of it, but for now he looks to show off wherever he can. As a Muggleborn, he knows nothing of the wizarding world, so is very much out of his depth at Hogwarts. This is extremely unsettling for him. Once he finds his feet, he'll be back to his arrogant self. For the time being, as with any situation where he finds himself not knowing something, he's quiet, observing and taking in what he can. He likes asking intelligent questions, so right now since he's worried all his questions will be obvious and stupid to someone who's more experienced, he doesn't want to ask many questions. He gets nervous when talking about himself. At heart, he's a shy, painfully clever Irish kid, but he's far too egotistical to let that come across.
As one might expect of someone who loves rubbing their intelligence in other people's faces while actually being very clever, it's hard for Colin to find friends. He's not very likable. Once he's got to know someone a little better and is sure they know he's clever, he will be a lot nicer, more himself. He can be a fun person. He does make a good friend; always willing to help people out (he is prone to making things too complicated to show he knows more advanced stuff than the task at hand), loyal, caring, etc. Meeting knew people works best for him when he's already with friends so has already opened up, otherwise he just resorts to talking needlessly about something he knows a lot about so he can show off. If someone can lead him away from hiding behind boasting, he's a nice guy really. He wouldn't ever be intentionally mean to someone, but doesn't realise when he might be showing people up to make himself look better.
People might be jealous of his intelligence, or might just want him to just shut up. Worse still, anyone who dares be more intelligent than him. Colin would make enemies of them all. He tends not to realise when another person doesn't like him. When he does, he won't try salvaging a relationship. He'll just try asserting himself as a far better person than them. When he doesn't like another person, he'll do the same, only it'll be more personal and probably will dissolve into very petty arguments.
He's eleven. Romance isn't really on the cards right now.
