What about Canons?
Canon characters can use the development boards. They can not, however, use the Advancement system. To know which characters are 'locked' canons - canon's who can not advance - look on the site's Canon Claim. Some canon's say [locked] beside their name.
You may develop up to their current age group, but you will need to wait out the school year before you advance and can move onto the next section of Development.
